Hans Wennborg f0efa56f80 Add llvm-rc to LLVM_TOOLCHAIN_TOOLS (PR38386)

This means it will be installed also in builds configured with
LLVM_INSTALL_TOOLCHAIN_ONLY, such as the Windows packages.
