Matt Arsenault e3333a3a48 GlobalISel: Implement narrowScalar for select

Don't handle vector conditions.

I think this can be merged in the future with
fewerElementsVectorSelect, although this becomes slightly tricky with
a vector condition.

The LLVM Compiler Infrastructure

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
