Gerolf Hoflehner f8b5847bc4 [InstCombine] re-commit r218721 with fix for pr21199

The icmp-select-icmp optimization targets select-icmp.eq
only. This is now ensured by testing the branch predicate
explictly. This commit also includes the test case for pr21199.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for the Low Level
Virtual Machine, a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.

LLVM is open source software. You may freely distribute it under the terms of
the license agreement found in LICENSE.txt.

assistance with LLVM, and in particular docs/GettingStarted.rst for getting
