8d184ad258 Deprecate a few C APIs. 
This deprecates:
* LLVMParseBitcode
* LLVMParseBitcodeInContext
* LLVMGetBitcodeModuleInContext
* LLVMGetBitcodeModule

They are replaced with the functions with a 2 suffix which do not record
a diagnostic.

37a8807323 [python-bindings] Added code for loading a module from bitcode, getset its datalayout, getset its target, dump it, print it to a file.
