Adam Nemet 515ab47338 [LoopDataPrefetch] Centralize the tuning cl::opts under the pass ...

This is effectively NFC, minus the renaming of the options
(-cyclone-prefetch-distance -> -prefetch-distance).

The change was requested by Tim in D17943.
