GlobalsAA: Functions with the argmemonly attribute won't read arbitrary globals
Summary: In preparation for changing GlobalsAA to stop assuming that intrinsics can't read arbitrary globals, we need to make sure GlobalsAA is querying function attributes rather than relying on this assumption.
