c278dccfd0 AMDGPU: Remove SITypeRewriter 
This was an old workaround for using v16i8 in some old intrinsics
for resource descriptors.

d019e8638a Enable FeatureFlatForGlobal on Volcanic Islands 
This switches to the workaround that HSA defaults to
for the mesa path.

This should be applied to the 4.0 branch.

fea41fb59c AMDGPU: Guard VOPC instructions against incorrect commute 
Summary:
The added testcase, which triggered this, was derived from a shader-db case
via bugpoint. A separate question is why scalar branching wasn't used.
