Kyle Butt d03fefcc5e Revert "Codegen: Tail-duplicate during placement."
This reverts commit 062ace9764.

Issue with loop info and block removal revealed by polly.
I have a fix for this issue already in another patch, I'll re-roll this
together with that fix, and a test case.
