Ulrich Weigand 1f697f43c9 [SystemZ] Refactor hasSideEffects setting
Move setting of hasSideEffects out of SystemZInstrFormats.td,
to allow use of the format classes for instructions where this
flag shouldn't be set.  NFC.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
