Sanjoy Das 285ed3c6e4 [IndVars] Assert that the incoming IR is in LCSSA

Since we already assert that the outgoing IR is in LCSSA, it is easy to
get misled into thinking that -indvars broke LCSSA if the incoming IR is
non-LCSSA.  Checking this pre-condition will make such cases break in
more obvious ways.

Inspired by (but does _not_ fix) PR26682.

Since some time clang itself figures out the default for ms-compatibility-version and uses it. Trying to figure it out during build is redundant and also will not work when the environment variable VSINSTALLDIR is not defined (which is not defined if you don't install whole Visual Studio but use Visual C++ Build Tools package).

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
