Reid Kleckner 16f1969328 [cmake] Avoid rel+asserts warnings when passing -UNDEBUG

MSVC 2012 gives warning D9025, "overriding /D NDEBUG with -UNDEBUG".
Removing the original definition of NDEBUG silences this.
