Matt Arsenault c31d80dbf5 AMDGPU: Assume spilling will occur at -O0

Because everything live is spilled at the end of a
block by fast regalloc, assume this will happen and
avoid the copies of the resource descriptor.

Low Level Virtual Machine (LLVM)

This directory and its subdirectories contain source code for LLVM,
a toolkit for the construction of highly optimized compilers,
optimizers, and runtime environments.
