Duncan P. N. Exon Smith e2e641234f DebugInfo: Make MDSubprogram::getFunction() return Constant ...

Change `MDSubprogram::getFunction()` and
`MDGlobalVariable::getConstant()` to return a `Constant`.  Previously,
both returned `ConstantAsMetadata`.
