Matthias Braun 738a26c4e2 TargetLibraryInfo: Introduce wcslen ...

wcslen is part of the C99 and C++98 standards.

- This introduces the function to TargetLibraryInfo.
- Also set attributes for wcslen in llvm::inferLibFuncAttributes().
