Robert Lytton d072d1b2a3 Prevent LoopVectorizer and SLPVectorizer running if the target has no vector registers.
XCore target: Add XCoreTargetTransformInfo
This is where getNumberOfRegisters() resides, which in turn returns the
number of vector registers (=0).
