Lucas Chollet 3fcd7ac87b LibC: Don't consider E and O modifiers in strftime 
This only affect the output if the current locale has alternative
representations. Given that on Serenity we only use the POSIX/C locale,
and it doesn't have any alternative representations, these modifiers are
basically useless.

"If the alternative format or specification does not exist for the
current locale [...], the behavior shall be as if the unmodified
conversion specification were used."

Lucas Chollet 9fce834276 LibC: Display the correct week number when using %W in strftime 
I'm not 100% sure if my formula always produces the right number, but it
is at least correct for the included test case.
