VP8Header now has an optional field with the keyframe data. Move rejecting of non-keyframes out of decode_webp_chunk_VP8_contents() into WebPLoader.cpp, decode_webp_first_chunk(). In VP8/Decoder.cpp, we can now check if that optional has a value to detect if a frame is a keyframe, instead of having to rely on decode_webp_chunk_VP8_contents() returning an error. No real behavior change.
