Phoenix 121bebcdf7 feat(submodules): add missing submodules
Added the following missing submodules:
- Vulkan-Headers
- opus
- tzdb_to_nx
- VulkanMemoryAllocator
- oaknut
- Vulkan-Utility-Libraries

This ensures that all dependencies are properly tracked and initialized for project build.
