Mike Cohenanddependabot[bot] 08acb33ade Added an ARM64 Windows target (#5017 )

This PR changes the build toolchains to use the hermetic mingw clang
toolchains so we do not depend on the OS installed ones.

The build will now automatically download and unpack the toolchain
inside the build directory and use it for reproducible builds.
