Mike Cohen 4b35b1120f Refactored globber API to make it easier to use. (#5064) ...

Previously code needed to call ExpandBraces() before globber.Add() but
this is error prone in case they forget. So this refactor helps to
ensure consistency.

Also added build tags to allow velociraptor to be built as a library
