* [AI] Add impeccable design skill wiring and project design context Commit only the shareable parts of the impeccable frontend-design skill setup: defensive hook wiring (.codex, .cursor, .github hooks that no-op when the skill is not installed locally) and the generated design context files (PRODUCT.md, DESIGN.md, DESIGN.json) derived from the existing component-library tokens and themes. The skill payload itself is gitignored; developers install it locally.
