Memoize the schedules query and the automation load callback in BudgetAutomationsModal because downstream hooks use their identities as effect dependencies. When either value changes identity on re-render, the hooks restart and the modal contents are repeatedly replaced with the loading state, which detaches controls a test is interacting with. In the transaction notes tooltip e2e test, wait for the newly inserted transaction rows to display the expected payees before hovering their notes cells.
