This PR implements missing Google Vertex Express mode support.

WARNING: Please note that it uses beta versions of ai and @ai-sdk/google-vertex packages to support Vertex Express mode and gemini-3-pro-preview model.

NOTE: Only tested on Express Free Tier, subject to rate-limiting as it has shared dynamic quotas.
