Seems that 0.4's "Plan Agent" is very limited in comparison to "Plan mode" from the previous versions, to the point that it is useless. It just outlines what it thinks the plan should be, without doing any code analysis.

Seems that it can read AGENTS.md, but it doesn't attempt to scan the actual source code. Version 0.3.x was doing it pretty well.

I'm testing OpenCode 0.4.1 on a PHP/Symfony application, with configured phpactor LSP.

Seems to be a matter of my prompting - I'm actually able to get the Planning Agent to scan the source. I will keep testing and reopen this issue if I see the consistent way of reproducing it.
