What does this PR do?

Closes #11307

Uses the same logic to get the available reasoning modes for the codex models on the OpenAI provider, and adds that to the providers using the Openrouter Provider SDK.

How did you verify your code works?

Tested on my dev machine and I am able to switch to the xhigh mode for gpt-5.2-codex
