Fixes #12282

What changed

  • Add Bosnian (bs) dictionaries for app/ui/desktop.
  • Register bs locale + auto-detection.
  • Place Bosnian directly after Russian in the language list.

How I tested

  • Ran the local app dev server and switched language to Bosanski.
