What does this PR do?

Adds a Formatters tab to the status popover in the Desktop app (fixes #11528).

The Desktop app was missing visibility into which formatters are active. This PR adds a new tab that displays enabled formatters with a green status indicator, similar to how LSPs and Plugins are shown.
