What does this PR do?

Fixes #12984

Just adds check for if AWS_CONTAINER_CREDENTIALS_RELATIVE_URI or AWS_CONTAINER_CREDENTIALS_FULL_URI exists in the container to then properly autoload the amazon-bedrock provider
