feat: More gh opencode triggers and fix: /oc for pulls #1787

Trigger opencode on more scenarios:

  • Issue created - Apply labels, Show a comment to whether to fix the issue, with a checkbox to fix it
  • Issue comment created/edited - Update labels AND/OR check for the checkbox above to be checked, to proceed to make a plan

IMPORTANT : Currently opencode does not see /oc on pull requests, we need to fix that

  • Pull created - Review the pull and test it, and MIGHT suggest diffs (even own ones, can be configured in settings of workflow)
  • Pull comment made - Make changes with same logic as issue created or issue comment created flow

Each of these features can either be enabled or disabled in the workflow file/when creating with opencode github install
