Turn on Plan Agent, and request it to make a plan first, but it never does so. It always requests to modify code other wise it will stop 😅

Not sure how much prompting will fix this, but Gemini 3 seems to overall just not follow any instructions in the AGENTS file either.

I'm glad it's not just me experiencing this. It is next to impossible to get it to follow these instructions and when it does, by some crazy chance, it only works for a few turns before forgetting. I'm assuming this is a model problem though, because I experience exactly the same thing in gemini cli.
