Describe the enhancement you want to request

Chat panel can in rare circumstances contain more than one viewport height's worth of content. In such cases a scrollbar has historically, in other apps, been found to be useful.

Benefits: Will allow you to more rapidly scroll to where it all went wrong instead of having to aggressively caress your trackpad for five minutes straight.

Happy to submit a PR for this myself if you guys give me the green light!
