Describe the enhancement you want to request

Currently "Toggle review" button in the header only shows if there are outstanding file changes.

But the review pane can appear regardless of whether there is a dif yet.

I think the toggle should be available 100% of the time, it confused me when I went to go click it today and it was missing because I didn't have a dif.
