Description

There is no good reason why the "Disable / Enable animations" menu item in the command _list ought only appear after a session has begun.

This menu item ought be available at all times, to improve adherence to the Principle of Least surprise and improve consistency within OpenCode: all similar commands in the command_list meny are available even prior to starting a session.

We've got over a million users now: if 10% of them are surprised by thIs behaviour for 1 minute each, thats a whole 2.3 man-months of time spent unnecessarily surprised for no substantial reason.

Steps to reproduce

  1. Launch OpenCode.
  2. Open the command_list.
  3. Observe that the "Disable animations" menu item does not appear in the command_list.
  4. Close the command_list.
  5. Enter and submit any prompt.
  6. Open the command_list.
  7. Observe that the Disable animations menu item is now appears in the command_list.
