Description

Add a Vietnamese (Tiếng Việt) translation of the README to expand internationalization support.

Proposed Solution

Create README.vn.md following the same structure and style as other translated READMEs (e.g., README.zh.md).

This falls under "Documentation improvements" in the contributing guidelines.
