Disabling loading of Claude Code artifacts also disable the loading of skills from .agents/skills introduces in v1.1.50

Steps to reproduce

Start with: OPENCODE_DISABLE_CLAUDE_CODE=1 opencode
List skills with command /skills and you get "No results found"

Start without OPENCODE_DISABLE_CLAUDE_CODE=1 and skills from both .agents/skills and .claude/skills show up.
