(desktop) custom shortcut for toggle terminal doesn't work if terminal is focused #8796

Description

It is currently hard-coded to only look for the default keybinding (ctrl+`). If the user changes their shortcut, they can't close the terminal while the terminal is focused.

Steps to reproduce

  1. change your toggle terminal shortcut
  2. use it to open terminal
  3. press it again after terminal is focused
  4. the terminal will remain open and focused
