Mark Phase 3.2 Orchestration as COMPLETE:
- Orchestrator with full worker lifecycle
- WezTerm pane management
- Tiara/SPARC integration
- DroneWaiter for async completion
- Fact extraction hooks

Remaining: MCP servers for external tool exposure
