Jordan Eldredge 83177e4922 Pin npm to v11 in the release job (#1378) ...

npm install -g npm@latest now installs npm 12, which requires Node 22+, so the
release job fails on Node 20 before publishing anything. Every push to master
since npm 12's release has failed to publish webamp@next.

npm 11 supports Node 20 and includes trusted publishing (11.5.1+).
