nn_olv: Added community related API (#873)

- Initialize
- Download communities (self-made / favorites / officials)
- Upload communities (create subcommunity)
- Upload favorite status (Add/Delete favorite to a subcommunity)

Enough for support of Mario Kart 8 tournaments
