ci: give the uncached macOS test leg 165 minutes

On 14b4d2025's predecessor the GitHub-hosted macOS leg spent 111 minutes
compiling (no sccache on PR runs) and was cancelled at the 120-minute limit
with 12,356 tests passed and none failed. Keep 120 for Linux/Windows; give
macOS 165 until the CI speed redesign lands. actionlint reports no new
findings for this change.
