Send allowed_tools: [] in runtime-store compatibility turns [skip ci]

109d0a3f22 made compatibility prompt/request turns require an explicit
empty tool allowlist, but two existing runtime_store_convergence tests still
sent bare prompts and were refused with interactive_execution_unsupported.
Final RC 40071321044 Parity and CI 40071318723 Test (ubuntu, windows) failed
on exactly these two of 19,122 tests at 7c9e060837. The tests now send the
contract the product requires; no product code changed.

Verified locally (macOS ARM64): cargo test -p codewhale-tui --lib
runtime_api::tests::runtime_store_convergence: 14 passed, 0 failed,
including authenticated_owner_guest_runs_real_engine_and_reuses_held_store
and real_normal_owner_distinct_listener_detach_keeps_turn_compat_acp_and_successor.
