feat(review): give review --base the commit messages as stated intent
codewhale-app#3232. Reviewing four engine commits with `codewhale review --base f09a30a6b5`, two of three findings called changes "unexplained" that their commit messages explain: the reviewer saw only the diff. PR reviews already carry the PR title and description. For `--base` (not --staged, not --pr), run_review now collects the `base..HEAD` commit messages through the same read-only Git::review_command used for the diff, with --no-merges, --no-notes and --no-show-signature (repository config cannot make it run gpg), limited to --path when given and capped at 16,000 characters with a truncation note. Both prompt paths put them ahead of the diff under one preamble that frames them as claims to check against the diff: - the Rust fallback (review_host off, the default) through tools::review::commit_intent_preamble; - the Review Host adapter (review-adapter.ts `cli_diff`), which reads an optional `commits` field. dist was rebuilt and the harness module digest pinned in extension_host/tier.rs moved to 782094d964894c91. The review system prompt now lists commit messages among the untrusted evidence. `--base` help and docs/RECEIPTS.md say what the reviewer reads, and that the receipt fingerprints the diff, not the messages. web/data/agent-docs.generated.json is regenerated because it embeds RECEIPTS.md. Verified: - Real run: the built binary's `codewhale review --base HEAD~2` against a local capture mock (no provider traffic), once with review_host off and once on. Both requests begin with the preamble and carry both commits (3111e961c0,88edb22461) before the diff; the two user prompts and system prompts are byte-identical (7,145 chars). - scripts/dev-test.sh tui review extension_host: 712 run, 712 passed (first run had 80 failures from the stale digest pin, fixed here). - extension host: npm run typecheck clean; npm test 420 tests, 413 pass, 0 fail, 7 skipped. - CI-form clippy -p codewhale-tui --all-targets --all-features -D warnings: clean. cargo fmt --check clean. sync-changelog --check up to date. blocking-call budget 539 (unchanged), dead-code budget at budget. - web check-facts OK after prebuild.
