fix(ci): clear the two red jobs on main after the runtime split and the grant ledger

Lint failed in the command-crate boundary check because the logging module moved into codewhale-runtime still named codewhale_tui in a windows-only test's sample directives; use codewhale_runtime there. Test (windows) failed in runtime_approval_disposition_auto_paths_obey_force_and_posture: e537df587 added "grant_id": null to the auto-deny receipt, so the assertion that the key is absent was stale; assert it is absent or null.

Evidence (2026-10-10): both failures read from run 38028659556 logs (Lint step 'Check command-contract prototype boundary': forbidden terminal UI path crates/runtime/src/logging.rs:93; Test windows: panicked at tests.rs:16187). Not run locally: the windows-only module, the boundary script, hosted CI on this commit.
