ci: raise cli std_fs blocking budget 3 -> 4 for the --profile check

require_config_profile reads the config file once on the synchronous CLI startup path before any runtime exists; Lint failed the blocking-calls ratchet on 94549b79e0. check-blocking-calls-budget: only crates/cli/src/lib.rs moved.
