feat(pet): /pet style and language, pixel whale body, live pet work (committed as-is; not yet built or tested by the committer)

Pet-model work in progress: /pet style smooth|pixel and /pet language, appearance and live changes, localized strings in all 15 locales, owner and pet_watch updates, DOT_WHALE_PET design note and CHANGELOG entries. nextest for pet/whale/workbar/work_surface, clippy and the PTY tests are still to be run before this is pushed.
