release: qualify the windows-arm64 release imports from a hosted ARM64 probe (CW-7384)

Release candidate 38867608774 on db34bc8949 failed only because the
windows-arm64 floor, qualified on 2026-10-13 from a debug build of
cf7199b52e, had never seen 7 pairs that the release build imports:
api-ms-win-crt-math-l1-1-0 _dclass, copysign, ldexp, round and trunc;
kernel32 LoadLibraryExW; vcruntime140 __std_terminate.

Probe run 38890634267 (windows-arm64-export-probe.yml, GitHub-hosted
windows-11-arm, Windows 11 ARM64 build 26200.9457; the registry
ProductName reads "Windows 10 Enterprise", as Windows 11 reports it)
loaded each imported DLL with LoadLibraryExW(LOAD_LIBRARY_SEARCH_SYSTEM32)
in a pwsh process whose architecture it checked was Arm64, and resolved
every pair of that RC's three windows-arm64 release executables with
GetProcAddress: 445 resolved, 0 unresolved, 25 system modules with path
and SHA256 recorded. The three executables share SHA256
a9a2a521d8d0c971b9d49c2c463cdb49d0c7a4eb700b73e6fed2c743e688eebb.

hosted-arm64-export-probe/ (probe JSON) and rc-windows-arm64-imports/
(the RC's own import receipt and objdump output).

The arm64 profile now:
- adds those 7 pairs, so it lists 460 (the union of the debug and
  release import sets; every pair is now probe-resolved);
- carries the new qualification with the build run, probe run, runner,
  OS build, binary SHA256, counts and module hashes. The 2026-10-13 debug
  record is kept under qualification.supersedes;
- names both observed builds in its floor line. The minimum supported
  build stays unqualified.
runtimeAcceptance says plainly that this is static export resolution: the
probe did not launch the release executables, and the only ARM64 runtime
acceptance is still the cf7199b52e debug run.

Verification: the file stays json.dumps(indent=2) formatted. Replaying
check-windows-imports.py's own parse_imports over the RC's three raw
objdump outputs against the new profile: codewhale, codew and
codewhale-tui each 445 imports, 0 unqualified, profile result PASS. The
checker itself was not run on the binaries, which the failed RC did not
upload; the next RC runs it for real.
