fix(clippy): allow the cfg-dependent return in refresh_unverified_local_context

c21e0b1e14 ends refresh_unverified_local_context with a block gated on
not(any(test, all(feature = "test-thread-scoped-state", debug_assertions))).
Under CI's Lint command (clippy --workspace --all-targets --all-features)
that block is compiled out, the second early return becomes the function
tail, and clippy::needless_return fails the gate on main. The return is
needed in every other build, so the lint is allowed only under the cfg
that removes the block.
