docs(changelog): describe the CW-7550 HTTP 413 retry as it behaves

QA observed the 413 recovery on a local mock (six 640x480 images,
CW/artifacts/qa-20261027/b5/): request 1 was 3,484,230 bytes and got a
413; exactly one retry was sent at 53,212 bytes with 0 images and 6
omission notes (receipt image_projection: cause initial_http_413,
omitted 6, retained 0). Saved images were unchanged. The entry implied
the retry dropped only older images; older-first omission is the
separate local byte-budget path. Wording now matches both paths.

Verified on an export of this commit: sync-changelog.sh --check,
check-feature-release-notes.sh v0.10.2 HEAD and check-versions.sh exit 0.

- **First-party marketplace receipt:** the shipped catalog is pinned to marketplace revision `a5f1d210372ff48c9a278a0a39737956ac0f2d93`.
- **Tool image validation:** an image returned by a tool must decode before it is sent, so truncated or corrupt files are omitted with a receipt even when they are already within the delivery budget.
- **Image-heavy session recovery:** ordinary image reads use a 256 KiB delivery budget. Requests measure serialized bytes, omit older images from an outbound copy with receipts, and retry an initial HTTP 413 once only with a smaller body. Saved images and executed tool actions remain intact. (CW-7550)
- **Image-heavy session recovery:** ordinary image reads use a 256 KiB delivery budget. Requests measure serialized bytes; over the local budget, older images are omitted from the outbound copy first, with receipts. An initial HTTP 413 is retried exactly once without image attachments, each replaced by an omission note. Saved images and executed tool actions remain intact. (CW-7550)
- **Uninstall on every install route:** `codewhale uninstall` previews receipt-owned release files and `--yes` removes only checked files, with the running command last. Both Unix installers and the Windows archive installer record command ownership; self-update renews existing receipts on both. On Windows the running `codewhale.exe` is renamed and deleted once the command exits. Package-managed copies are left alone, and the command prints their exact removal command: npm with its prefix, Cargo with its root, the Homebrew formula, `scoop uninstall codewhale`, `winget uninstall --id HunterBown.CodeWhale`, or the Windows setup's `Uninstall.exe`. Every other `codewhale`/`codew` still on PATH is listed. User data is kept unless you add `--purge-data`, which previews and then deletes only `~/.codewhale` (or a `CODEWHALE_HOME` named `.codewhale`) and `~/.deepseek/snapshots`, refusing symlinks, home ancestors and directories owned by another user. Windows removal is compile-checked but not yet exercised on a Windows host. (Refs #7091)
