fix(tui): display a zero effective compaction threshold [skip ci]

Use the resolved threshold even when it is zero, keeping the inspector aligned with the effective trigger.

The existing inspector_rows_name_compaction_and_anchors check passed on the frozen mixed source at 57e957f186, including the zero-threshold assertion.
