chore(gates): lower the dead-code ceiling to 158

`session.resumed` made `SessionRecovery`'s `repaired_call_count`,
`duplicate_result_count` and `orphan_result_count` live outside tests, so the
three `#[cfg_attr(not(test), expect(dead_code))]` attributes went with it. The
measured count is now 158 (allow 105, expect 53) against a ceiling of 162.

The gate may go down freely; lowering it locks the win in so a later change
cannot quietly re-add a suppression. Regenerated with `--update`.

Verified: `python3 scripts/check-dead-code-budget.py` reports
"158 suppressions (allow=105, expect=53), budget 158 (0 under)".
